The viability of a U.S.-backed proposal to wind down the 8-month-long war in Gaza has been cast into doubt after Israeli Prime Minister Benjamin Netanyahu said he would only be willing to agree to a “partial” cease-fire deal that would not end the war.

US POWER OVERSEAS

INTERNATIONAL SECURITY

Across the Indo-Pacific, militaries scramble to put more submarines in the water. Several US allies in the region have launched new subs this year, and others are making plans to buy them, reflecting a long-standing focus on undersea warfare that is only intensifying.
